City of Tallahassee information on Traffic Calming
 

The city has held several meeting to discuss the various types of traffic calming  for Waverly Hills. As noted on the city web pages there is a procedure whereby streets are ranked in priority order for consideration, after which a tentative project plan is presented to residents of that street in a first meeting, and then after receiving their input and a second meeting,  ballots are sent out for voting on whether the planned construction would  be carried out. In order for this to be done 75% of the residents have to vote for it. This is tabulated as one vote per owner lot for residents on the affected street and  a non-response is considered a no vote. The city contact person for these projects is  Linda Dunning, who has provided the following statistics for the streets in Waverly Hills that have been proposed for calming.

The results of these votes have been translated into a plan for calming as shown in the two  maps received August 27th:  part A for the west half, and part B for the East half. As can be seen here the plan calls for the installation of 6 speed humps on Kenilworth, 8 on Waverly,  two on Coldsteam, and a raised intersection on Waverly at  Lasswade (see below: the raised intersection at  Ivanhoe is being replaced by a speed hump). The two present stop signs will be retained:  Sterling & Kenilworth; and Waverly & Ivanhoe.

The speed limits on the three streets with the speed humps will be reduced to 25 mph, whereas that on other neighborhood streets will be unchanged. 

She has also provided the following summary of the cost to the city of this project. The costs as of September I believe are mainly to the Genesis Group, who have been contracted for this work. I have combined her figures for completion to include both further design and construction

Accident information provided has been three reports dated 2001. Although we were told that there were  some since, these are the only ones received.  None indicate that speed was a factor: one resulted from somone backing out of their driveway on Lasswade into a parked car; the second was a rear end collision during rain with a car stopped on Waverly at the Lasswade stop sign; and the third was someone who was trying to clear mist off their windshield in rain and ran off Waverly and hit a culvert.

A summary of the statistics on speeds taken during a survey in the neighborhood  in 2001 are in the table that follows. These are the 85% Percentile speeds, meaning that 85% of the vehicles were traveling at less than this speed. The Kenilworth survey was reported 8/29/2001 and taken near Ivanhoe, the Waverly survey was taken near Lothian and reported 9/6/2001. For comparison, similar 1999 results are given below for Bronough (S was south of Brevard, and N was north of Blount) and for Duval (S is south of 5th and N is north of Blount) where there is the same 30 mph speed limit. Joe,
<snip>  There will be one change to the traffic calming on Waverly Road.  Due to the budget cut, we will not be installing a raised intersection at Ivanhoe.  A speed hump will be placed near the intersection instead.  I will be meeting with Tom Brantly with North Florida Asphalt to determine the location.  I can't give you an exact date but the construction will begin within the next few weeks.

Concerns have been expressed by several neighbors, especially those who will have to utilize the affected streets, but had no official vote on the issue. If interested you may contact Ed or Janice Lyon (phone 385-3995 , email: lyone@comcast.net) who are coordinating the effort to have the plan modified. At this stage the only changes could be made by direction of the city commissioners. If you have an opinion on this issue, pro or con, you may also submit a  post to the mailing list

It appears that the  city commissioners have decided not to intervene and the  plan as noted above  is to be implemented beginning  this week.
